Recipes ensure anyone can use the same ingredients to make the same thing the same way every time; systems are the first responder version of recipes. There are three, potentially contradictory facts about rehab areas: 1) Rehab areas often require power. 2) Rehab areas often aren't in the easiest-to-reach places. 3) Rehab areas should be quiet and free from fumes.
Achieving the first two points is easy with a diesel or gasoline generator, not so when you consider the third. When considering replenishment on a fire scene, the most important question is NOT "is this a long-term positive diet choice?" but is in fact "Will this replace lost nutrients quickly?"
